DUTERTE, BONG GO, AND BATO DELA ROSA LINKED TO DRUG WAR KILLINGS

During the eighth public hearing of the House Quad Committee on Friday, October 11, Kerwin Espinosa testified that Sen. Bato Dela Rosa pressured him to implicate then-Sen. Leila de Lima in the illegal drug trade. Espinosa further revealed that the directives to implicate de Lima and the extrajudicial killings (EJKs) carried out during former President Rodrigo Duterte's administration originated from Dela Rosa and possibly higher-ranking officials, including Duterte.

Former Philippine Charity Sweepstakes Office (PCSO) General Manager Royina Garma also testified, stating that Duterte financed the war on drugs, seeking to replicate the "Davao model" of anti-drug enforcement. This model included financial incentives for killings linked to anti-drug operations.

Additionally, Garma revealed that Edilberto Leonardo, who organized an anti-drug task force, submitted operational proposals for the task force to Sen. Bong Go, Duterte's close aide at the time.
