Tampa is being openly marketed in Arabic-language promotional videos as an “Arab village” and a future “capital of the Muslim community in America.”

That messaging is grounded in existing infrastructure, not rhetoric.

At the center is the American Youth Academy (AYA), a $15-million Islamic mega-school promoted as one of the largest in the country, built to preserve Islamic identity across generations rather than integrate into American society.

AYA is the rebranded continuation of the Islamic Academy of Florida, founded in 1992 by Sami Al-Arian and Mazen al-Najjar, both later convicted, deported, or imprisoned for supporting Palestinian Islamic Jihad (PIJ), a U.S.-designated terrorist organization.

PIJ leader Ramadan Shalah, later on the FBI’s most-wanted list, also taught at the school before it was renamed.

The name changed.
The campus and networks did not.

AYA sits directly beside Masjid al-Qassam, a mosque founded by the same network and named after Izz ad-Din al-Qassam, the jihadist figure whose legacy inspired both Palestinian Islamic Jihad and Hamas. Hamas’s armed wing still bears his name.

This proximity is functional, not symbolic. School and mosque operate together; religious instruction, youth programming, and political messaging are reinforced within the same physical space.

That ecosystem still includes individuals with documented terrorist-support convictions, including Hatem Naji Fariz, a former Masjid al-Qassam leader who pleaded guilty to providing material support to Palestinian Islamic Jihad and served a federal prison sentence.

Fariz remains active in mosque leadership and political organizing that intersects with the AYA community.

The videos also make clear that taxpayer funding is the accelerant.

Promoters state that a large share of Islamic school tuition is covered through government programs and encourage families to move to Tampa specifically because these schools already exist and are subsidized.

This is infrastructure-driven migration, financed by the state.

This didn’t happen by accident.
It was built this way.

Tampa is no longer just a case study.

It is the model and the warning.
