Today, the Rwanda Defence Force (RDF) deployed a contingent of military engineers to Jamaica, a Caribbean island nation, to support the country’s recovery efforts by rehabilitating infrastructure destroyed by a powerful cyclone (Hurricane Melissa) last year.

Si j'ai bien compris, la @MONUSCO, qui est une mission onusienne de maintien de la paix, dont le mandat principal est la protection des civils, est entrain de former l'armée congolaise (alliée à la milice génocidaire FDLR) à manier des armes lourdes et des drônes d'attaque, ceux-là même qui sont actuellement utilisés par les FARDC dans leur violation permanente du cessez-le-feu et dans leurs bombardements quotidiens de zones densément peuplées.

Ainsi donc, 26 ans après son déploiement, durant lesquels près de 20 milliards de dollars ont été dépensés, durant lesquels les génocidaires FDLR se sont renforcés et des groupes armés se sont multipliés, et durant lesquels les discours de haine et la persecution de communautés rwandophones se sont normalisés, la MONUSCO continue de faire la démonstration (s'il en fallait encore) qu'il s'agit de l'un des plus grands échecs de l'histoire des Nations unies.

Absolutely agree. It's outrageous how Western media like @Reuters continue to parrot unverified claims from "local activists" without independent confirmation, especially when it suits a biased narrative. This is part of a broader campaign by so-called human rights groups and Western governments to discredit M23’s legitimate grievances and vilify Rwanda.

Rwanda has consistently been a scapegoat, targeted with unfounded accusations simply because its leadership doesn't bow to external interests. Meanwhile, the real drivers of violence and instability in eastern DRC are conveniently ignored. It's clear: these actors aren't interested in peace, just preserving a narrative that serves their political agenda.

Dans cette émission de @lusakuenoc sur @TopCongo, le Ministre congolais de la Communication et des Médias, @PatrickMuyaya, affirme que "le retrait des M23" sera effectué dans le même esprit que celui qui guidera le Mécanisme conjoint de coordination de la sécurité (JSCM), prévu par l'Accord de Paix de Washington du 27 juin 2025.

Ceci est une désinformation flagrante du public congolais, dont le Porte-parole du gouvernement de la RDC est malheureusement habitué. Je rappelle que le JSCM est un mécanisme exclusivement bilatéral entre la RDC et le Rwanda, qui n'est en charge que de la 1) neutralisation des génocidaires FDLR et de la 2) levée des mesures rwandaises de défense.

L'AFC/M23 n'est donc pas concernée par ce mécanisme bilatéral, que ce soit dans sa lettre ou dans son esprit. Et pour cause, contrairement à la question dont le JSCM sera en charge, qui est celle de la "neutralisation" d'une menace transfrontalière et la levée de mesures défensives y afférentes, la question de l'AFC/M23 sera, pour sa part, réglée par le dialogue, dont l'objectif sera de "s'attaquer aux causes profondes du conflit" et de trouver un "réglement efficace des causes du conflit", ce qui constituera la "conséquence logique" de la restauration de l'autorité de l'État. Ceci est clairement stipulé dans la Déclaration de Principes de Doha.

On the latest report by the UN Group of Experts on the DRC:

- The report confirms DRC state support for the FDLR genocidal militia and the Congolese army’s reliance on the FDLR as a frontline fighting force, but then deliberately misrepresents Rwanda's longstanding security concerns related to the persistent threat of the FDLR and its affiliated groups, which necessitates the defence posture in our border areas.

- Following the signing of the US-brokered Peace Agreement last Friday, Rwanda is fully committed to its implementation, including the neutralization of the FDLR, which will enable the lifting of Rwanda’s defensive measures, the safe return of refugees to their home areas, and much-needed stability in our region.

On false allegations of mineral smuggling:

- Rwanda has its own 3T critical mineral reserves and unlike eastern DRC whose mining sector is mostly artisanal and characterized by predatory exploitation by armed groups and corrupt DRC officials, Rwanda operates a regulated and formalized mining sector, with investment in mineral processing and other infrastructure that allows for commercial refining of minerals and appropriate certification.

- Part of the Peace Agreement just signed will ultimately present opportunities for economic cooperation, with US private investment in the region to further formalize the mining sectors and allow for improved standards and revenue/tax collection by the respective governments.

Le Rwanda a toute légitimité à se concentrer sur ses propres intérêts et à se distancer d'une CEEAC où les enjeux sont politiques plutôt que véritablement économiques. D’ailleurs, il semble plus pertinent pour le Rwanda de renforcer ses relations bilatérales avec les pays amis et de privilégier des partenariats plus stratégiques, plutôt que de s’accrocher à une institution qui ne répond plus aux défis contemporains de la région. Entre rivalités politiques, manque de cohésion et de réalisations tangibles, la CEEAC n'a pas montré de véritables résultats en matière d’intégration régionale ou de développement!
