Russian President Vladimir Putin has signed a law imposing severe punishment on anyone found guilty of insulting the Prophet Muhammad (SAW) or burning the Holy Qur’an.

President Putin stated that it is a serious crime in Russia to burn the Qur’an or speak disrespectfully about the Prophet Muhammad (SAW).

He emphasized that in Russia, such immoral acts seen in some parts of the world—like burning the Qur’an—will never be tolerated, as the Qur’an is a sacred book to Muslims and must be respected by everyone, even non-Muslims.

President Putin made this statement during his visit to the Friday Mosque in Derbent, Dagestan, on June 28, 2025.

Officially, Russia recognizes and respects the Prophet of Islam, Prophet Muhammad (SAW). Therefore, this new law will take effect against any Russian citizen found guilty of making disrespectful or offensive remarks about the Prophet.
