NPCI has revenue "surplus" even if it is not "for profit".

They have the cash required to maintain the UPI project with world class infra even with zero fees on UPI.

Gov is introducing fee on UPI payments above 2000. It is being said that the fee will be on merchants and not on consumers.

Below is an screenshot of a payment page of Flipkart. It levies payment handling fee on every order if you pay by credit card. Same is now going to happen with UPI.

This is how “the charges will be borne by the merchant” works; the merchant simply passes the charges on to the consumer along with the original cost.

Then the bank charges you for transferring the money if you use UPI. And if you withdraw your own money from an ATM beyond the free limit, you are charged for accessing it.
