I have written to the BBMP Commissioner to express my concerns and urge reconsideration of the proposed 18-km Tunnel Road project from Hebbal to Silk Board Junction, estimated at ₹8,043 crore. This misguided initiative, rather than solving Bengaluru's mobility and environmental issues, will only worsen them.
Key Issues and Concerns:
1. Lack of Technical Rigor in Planning:
a. The Detailed Project Report (DPR) was completed in just three months, which is unrealistic. A comprehensive DPR should take 12-18 months and include thorough geotechnical investigations.
b. For tunneling at a depth of 30 meters, 20 soil samples per kilometer are required, equating to at least 400 samples for the 18-km stretch. No such investigations have been done, jeopardizing the project's safety and feasibility.
c. Insufficient geotechnical studies can lead to problems like incorrect Tunnel Boring Machine (TBM) selection, unforeseen ground conditions, and even tunnel collapses, as seen in the Bangalore Metro Phase 1, which faced nearly two years of delays due to a wrong TBM selection.
2. Misalignment with Bengaluru’s Mobility Plan:
a. The Tunnel Road project conflicts with the city's Comprehensive Mobility Plan (CMP) and ongoing initiatives like Metro Phase 3A, which covers the same Hebbal-Silk Board corridor.
b. The BBMP’s token allocation of ₹714 crore for a Neo-Bus System shows a lack of commitment to sustainable transport. The state government is backing conflicting projects—Metro Phase 3A, BRT, and the Tunnel Road—while neglecting the needs of two-wheeler users, who make up 75% of road users.
3. Errors and Misleading Data:
a. The BBMP has acknowledged significant errors in the DPR, including a "cut-and-paste" mistake referencing unrelated projects like Mumbai's Coastal Road. These irrelevant references undermine the project's credibility.
b. The public transport mode share figures were inflated from 63% in the feasibility report to 68% in the DPR, clearly manipulating data to justify increased road capacity.
4. Financial and Environmental Neglect:
a. Initially pegged at ₹19,000 crore, the project cost was reduced to ₹8,000 crore due to lack of lender interest, highlighting its financial impracticality.
b. The proposed toll rate of ₹16/km lacks a basis in any "willingness to pay" survey, making it likely unaffordable for most commuters.
c. Environmentally, the project bypasses statutory approvals under the yet-to-be-implemented BMLTA Act and fails to comply with environmental regulations.
5. Stakeholder Opposition:
a. Experts, including those from the Indian Institute of Science (IISc), have strongly criticized the project and advocated for investments in public transport infrastructure like Metro Phase 3A and suburban rail instead.
My Recommendations
a. Reconsider the Tunnel Road Project: It is fundamentally flawed.
b. Prioritise Public Transport: Accelerate the completion of Metro Phase 3A and suburban rail to provide sustainable solutions. Expand BMTC’s bus fleet and ensure better first-mile and last-mile connectivity.
c. Ensure Transparency: All projects must strictly adhere to the BMLTA Act, CMP guidelines, and environmental norms.
d. Adopt a Citizen-Centric Approach: Focus on data-driven urban mobility planning that reflects the actual needs of Bengaluru’s citizens.
