TO ALL INTERNATIONAL AGENCIES, NGOS, AND HUMANITARIAN PARTNERS OPERATING IN SOMALIA

I issue this statement with anger, grief, and absolute urgency as the elected Member of Parliament representing the Awdal communities. What is unfolding in Borama and across Awdal Region is not a “security incident” or a “local disturbance” - it is a full-scale atrocity being committed by armed SNM militia forces against innocent civilians.

Over the last hours, these militia forces have stormed Borama city and surrounding towns in Awdal, firing live rounds into crowds of peaceful demonstrators. Civilians - including women, children, and the elderly - have been killed and wounded. Hospitals in Borama are now overwhelmed, having completely run out of medical supplies, surgical equipment, and essential medicines. Doctors are unable to operate on the wounded. Some victims are facing death simply because they cannot receive the emergency care they desperately need.

I appeal to all international agencies and NGOs operating in Somalia - UN agencies, ICRC, MSF, WHO, IOM, OCHA, Save the Children, and every humanitarian actor: come to Awdal NOW. Do not wait for “clearance” from anyone. Do not hide behind bureaucracy while civilians bleed to death.

Your presence is urgently required to verify, document, and respond to these atrocities. The situation has escalated to an unconscionable level - SNM militia members have entered hospitals in Borama, shooting at parents, relatives, and even patients inside medical wards. This is a blatant war crime - an intentional attack on protected persons and protected medical facilities. Under international humanitarian law, including the Geneva Conventions and customary international law, attacks on hospitals constitute grave breach and a prosecutable offense before international courts.

Let me state this clearly for the record - These atrocities will be fully documented, preserved, and submitted to the United Nations Human Rights mechanisms and the International Criminal Court (ICC). Those who gave the orders, those who pulled the triggers, and those who attempted to hide the crimes will be held individually criminally responsible. There will be no amnesty and no political cover.

I urge humanitarian agencies to immediately:
o Deploy emergency medical teams to Awdal Region.
o Deliver urgent medical supplies to Borama hospitals without delay.
o Evacuate severely wounded civilians who cannot be treated locally.
o Conduct independent assessments and documentation of the atrocities.
o Ensure protection monitoring in Zeila, Lughaya, Borama, Garbadadar, Boon, and Hariirad.

o Awdal is under attack. Innocent civilians are being targeted. Hospitals are being violated. And the world must not stand by silently.

o I am placing the international community on formal notice: Failure to intervene, failure to document, and failure to protect will make you complicit in the silence that enables these crimes.

May Allah protect our innocent people. Justice will come, and every individual responsible will answer before international law.
