WASHINGTON—Amaryllis Fox Kennedy, a former senior Trump administration official, said she resigned last month in part because she was increasingly frustrated with the lack of oversight of the intelligence community’s use of taxpayer funds—including gold bullion.
“I couldn’t keep signing the checks,” she said in an interview with The Wall Street Journal. “I would have become complicit.”
Kennedy had broad oversight across the sprawling U.S. intelligence apparatus. The daughter-in-law of Health and Human Services Secretary Robert F. Kennedy Jr., she served as a deputy director of national intelligence and sat on the President’s Intelligence Advisory Board. Kennedy, a former Central Intelligence Agency officer, also held a third post as an associate director of the Office of Management and Budget with oversight over the spending of the CIA, as well as the 17 other intelligence agencies.
She publicly announced her resignation last month, citing family reasons. Her continuing frustrations with the intelligence agencies are only now coming to light.
“Until there’s functional oversight of the IC’s ample and unsupervised movement of money and gold, we are stuck living in something less than the constitutional republic our founders designed,” she said.
Some of that intelligence activity was “brilliant, courageous, and everything an American would be proud to fund,” she said. But she said other intelligence activities “are broken and corrupt and result in domestic political activities that no American would condone.” Kennedy wouldn’t disclose what activities she found onerous, citing ongoing national security concerns, but said she decided to resign once it became clear that certain intelligence agencies were stonewalling elected leaders.
She dismissed as inaccurate a recent report that her resignation came in part as a result of her disagreements with President Trump over the war in Iran. Though she has long been a critic of foreign entanglements, Kennedy contended in the Journal interview that Trump was “future-proofing” against a more protracted conflict with Iran, and praised him for eliminating “the seed of a future full-blown war while it can still be done with minimal casualties and no boots on the ground.”
Her decision was the result of an inability to fully confront actors in the intelligence agencies, she said, who wield “covert resources to affect political outcomes.”
Kennedy has long been an outspoken critic of the national-security establishment and previously warned against further entanglement in the Middle East. “The Blob in Washington has been secretly encouraging Israel to start a war with Iran, while publicly calling for them to de-escalate,” she wrote in an October 2024 social-media post endorsing Trump. His top qualification, she said, was that he didn’t start “a single new major war anywhere on Earth.”
In the Journal interview, Kennedy argued that Trump is pursuing his stated goal of preventing Iran from obtaining a nuclear weapon, while also eliminating “an excuse for future neocons to justify major, bloody ground war.”
After giving Susie Wiles, White House chief of staff, a heads up, she told colleagues last month that she planned to resign. “I’m rejoining the private sector because I have a daughter about to begin college, with two younger children to educate, and I have to keep my family financially on track,” she wrote in a social-media post. “But make no mistake about it—I stand with the president every step of the way.”
Kennedy will maintain her seat on the president’s intelligence advisory committee, but she held out the possibility of returning to the administration if there were ever “a genuine appetite to eliminate domestic political abuses in the IC.”
“I’ll be first in line to come back and serve full time,” she said.
