People don't talk about "cabin altitude", they talk about "cabin pressure". It doesn't matter what altitude the cabin is at, if it has pressure, the masks won't deploy. The aircraft has altitude, and the general assumption is that the cabin is an integral part of the aircraft.
It's poorly worded, and fooled you.
