The Senate just passed my bill to ensure people can replace drafty windows with energy-efficient windows, without cities or HOAs obstructing them from doing so. Energy bills are through the roof & people should have the tools to lower their bills.
Right now, some cities & HOAs are banning people from weatherizing their windows for aesthetic reasons, or forcing them to pay dramatically more money to fabricate replica windows.
SB 908 puts a stop to this practice & gives people a tool to lower their cost of living.

Requiring that 30% of these new high rise apartments be rented at a loss killed the project’s financial feasibility.
Now 0 new apartments will get built and the 840 rich households that would’ve lived in those fancy new homes will bid up the price of older, cheaper apartments.
Let’s be clear about what’s at stake here: banning new single family rentals reduces the overall supply of housing and excludes working class people who cannot get a mortgage from single family neighborhoods with good schools. Democrats should not support this.
My unpopular YIMBY opinion is that this ugly flip job is preferable to any set of public policies intended to prevent people from doing stuff like this because they inevitably empower the most insane HOA Karens on earth to force people to use windows that cost 5x as much.
This is not a good faith attempt to build subsidized affordable housing. This is a punitive tax on new homes meant to make it impossible build any new less-expensive homes in Santa Barbara.
I love that NIMBYs still trot out the "overcrowded schools!" line in places where enrollment is at 30 year lows and districts are closing schools for want of students to teach.
