<국가는 어떻게 무너지는가>

소련에서 추방된 아버지를 따라 미국으로 이주한 저자의 역작. 동서양의 역사를 오가며 국가체제 와해의 원인을 파헤친다. 그에 따르면, 체제 와해의 공통된 요인은 두 가지다. 대중 궁핍화와 엘리트 과잉생산이다.

대중의 실질소득이 정체하거나 감소하고 부유층과의 격차가 커지며(대중 궁핍화), 정치 경제 등 각 분야의 권력소유자 또는 석박사 청년이 너무 늘어나고(엘리트 과잉생산), 공적 신뢰가 감소하며, 공공 부채가 폭증하면 정치적 불안정이 엄습한다. 부(富)가 아래에서 위로 뿜어올려지는 '부의 펌프'가 작동하고, 넘쳐나는 엘리트가 이기적 이득을 추구하며 충돌하면 시민적 응집성을 훼손한다. 그렇게 국민적 협력의식이 사라지면 국가는 내부에서부터 순식간에 썩는다.

또 하나의 요인도 있다. 중간국가(강대국과 약소국 사이의 국제적 영향력을 가진 나라)에는 지정학적 요인도 중요하게 작용한다. 미국 이익권과 러시아 이익권의 지정학적 단층선에 위치하는 우크라이나가 대표적이다. 우크라이나는 동부가 친(親)러시아, 서부가 친서방으로 분열돼 있다. 그런 여러 요인으로 1991년 독립 이후 내전 같은 혼란이 끊이지 않다가, 지금은 두번째 전쟁을 겪고 있다.

저자는 한국도 부정적 방향으로 가고 있다고 진단한다. 상위 1％의 소득비중이 급증하고, 대졸자 비율이 세계최고가 됐지만 그들의 일자리가 부족하다는 것이다. 그래서 정치적 안정의 관점에서 고학력 청년남성들을 주목해야 한다고 그는 말한다.

불행하게도, 한국은 이 책이 지적하는 요인들을 두루 안고 있다. 대중은 가난해지고 빈부격차는 커진다. 엘리트가 넘쳐나고, 그들의 이기심과 내부 충돌이 극심해졌다. 공적 신뢰는 떨어지고, 공공 부채는 폭증한다. 시민적 응집력보다 분열과 적대가 심화된다. 게다가 요즘에는 지정학적 리스크가 부쩍 커졌다.

이 책의 결론은 이렇다. "통치자들에게 공동의 이익을 증진하도록 행동하라고 요구하는 것은 우리의 몫이다. 비결은 엘리트들이 만인을 위해 행동하도록 제약하는 것이다."
