事実の確認

日本テレビの公式見解は「基本的にボランティアでお願いしている。ただし拘束時間の長い方など、場合によっては謝礼という形でいくらか支払っている」。支払いの存在自体は局が認めているが、誰にいくら払ったかは一切公表されていない。
●2026年のランナーについても、報酬の有無・金額を示した公式情報は存在しない。過去には、やす子氏が「一銭も受け取っていない」と否定し、兼近大樹氏も報酬を受け取っていない趣旨の発言をしている。つまり「全員が高額ギャラ」という断定は成り立たちえない。

●一方、海外が全部クリーンかというとそうではない。英国BBCの「チルドレン・イン・ニード」では、長年司会を務めた人物に1万ポンド超が支払われていた事実が明るみに出て大論争になり、本人は「無償でも喜んでやる」と述べた。その後、司会料の受け取りを辞退している。
ここが最大の急所だ。英国では情報公開請求で金額が出た。日本では出ない。批判の軸は「額の多寡」ではなく「開示の有無」に置くべき。

●2023年に発覚した系列局幹部による寄付金着服は、2014年から約10年間、寄付金264万円を含む総額1118万円。2025年7月、鳥取地裁は懲役3年・執行猶予5年の有罪判決を言い渡した。この問題の影響で、日本テレビは能登半島地震の募金呼びかけを見送っている。 Yahoo!ニュース + 2

▼ 一円単位で説明できるのは、どちらの側か

今年もまた、あの二日間がやってくる。
私は、募金そのものを否定しない。障害のある方、災害で家を失った方、施設で育つ子どもたちに、社会が手を差し伸べる。それは当たり前のことだ。問題は、その善意が誰の手を通って、どこへ流れているのかが、視聴者にだけ見えないことである。

日本テレビは、出演者への支払いについて「基本的にボランティア。ただし拘束時間の長い方などには謝礼をお支払いしている」と説明している。つまり、支払いは存在する。存在するが、誰に、いくら、総額でどれだけか、四十九回の歴史を通じて一度も公表されたことがない。

英国では、同じ構図が公になったことがある。国民的な司会者に司会料が支払われていた事実が情報公開で明らかになり、大きな議論になった。本人は「無償でも喜んでやる」と語り、以後その受け取りを辞退した。額の大小が問題だったのではない。公開されたから、議論が起き、是正されたのだ。

日本では、その最初の一歩がない。開示がなければ、議論も是正も起こりようがない。

そして三年前、系列局の幹部が、視聴者の善意である寄付金を含めて千百万円余りを着服していた。十年にわたる犯行だった。判決は下された。しかし忘れてはならないのは、この事件が「内部からの申告」で初めて表に出たという事実である。仕組みが見つけたのではない。偶然が見つけたのだ。その結果、日本テレビは能登半島地震のときに募金を呼びかけることすらできなかった。被災地が最も助けを必要としていた、あのときにである。

番組は今年、「一円単位までどのように支援が形になっていくのかお伝えしたい」と語っている。結構なことだ。ならば同じ物差しを、自分たちの側にも当ててほしい。制作費はいくらか。二日間のCM収入はいくらか。出演者への謝礼の総額はいくらか。その三つを公表することの、どこに不都合があるのか。

放送局は、国民共有の財産である電波を、免許を受けて使っている事業者である。私は総務大臣として、その免許と公共性の重さを誰よりも近くで見てきた。公共の電波を使って国民から現金を集める以上、集める側の会計もまた公共のものだ。これは番組批判ではない。制度の話である。

物価は上がり、手取りは増えない。それでも募金箱に千円を入れる人がいる。その千円の使い道は一円単位で説明される。ならば、その千円を呼びかけた側のカネも、一円単位で説明されるべきだ。

説明できないのなら、なぜ説明できないのかを、説明してほしい。
