California, Connecticut, Illinois, New York, Florida, Georgia, Hawaii, Michigan and Pennsylvania
Some add state sales tax on top the excise taxes, some local sales tax, and some do both.

Had he been required to prove citizenship he would not have been able to vote and therefore would not have been able to vote in them. One less "gamer" in the system. And there are more.

@TRUMP_ARMY_ If a bartender can be liable for an intoxicated person's actions after they leave the bar, why can't we hold a judge liable for releasing some animal from prison?
My suggestion would be some sort of diminishing penalty depending on how soon after the release of the criminal.
