Nor is it the business barons who glide through terminals on second passports.

Rather it’s the small, stubbornly pro-Western slice of Russian society that takes the blow here. The kids who still look to Western Europe with something like admiration and who scrape together the money for a Schengen visa because they want to see the world with their own eyes. Along with those who have family members living in the EU due to inter-marriage or migration (some of it political).

But somehow Brussels has decided they are the expendable ones. If the next generation of Russians can’t even look across the fence, how are they meant to feel any bond to it? Moscow’s elite won’t feel a thing, and the few who will be encumbered by this measure can just as happily spend their money in Dubai, Singapore or Bangkok. The only people who will be cut adrift are the ones Brussels claims it wants to reach.

Kallas knows this is a strategic own goal but she's so invested in seeking performative vengeance for local historical grievances that she doesn't care.

She's also fully aware that Moscow has loosened entry rules for EU citizens in recent years to help sell a simple story: this time it’s the West that’s building the new Iron Curtain. Measures like this make the EU look like a rattled bloc in decline shutting the blinds.
