The new reservation policy in J&K was implemented on the basis of the G.D. Sharma Committee Report. This very report has altered the reservation structure, impacted merit and changed the future of lakhs of students and aspirants.
Yet the report has never been made public.
Since 10 March 2024, I have filed more than 8 RTI applications seeking nothing more than a copy of the report on which this major policy is based. The response has been astonishing, they do not invoke any exemption under the RTI Act. They simply say, “The report has not been placed in the public domain.” Since when is that a legal ground to deny information?

Yesterday, I received an email fixing the hearing of my First Appeal for 7 July 2026 at 10:30 AM, with the option to join via Google Meet.

I joined at 10:29 AM and waited until 10:55 AM.

No one appeared. No hearing took place. No intimation. No accountability.

Is this how the RTI Act is respected? Is this how citizens seeking transparency are treated? Is this how the government expects young people to have faith in the system?
A policy that affects the careers and constitutional rights of lakhs cannot be based on a report hidden from public scrutiny.

Enough is enough. We demand transparency. Make the G.D. Sharma Committee Report public. Let the people see the very document that changed their future.
