The Delhi High Court's judgment in the #CAG case is a stinging indictment of the #AAP govt. According to the court, the laying of the reports of the #CAG in the legislature “is in the nature of a mandatory constitutional imperative” and that “it is quite evident that there has been inordinate delay on the part of the Govt of NCT of #Delhi in taking requisite steps for laying the CAG Reports before the Legislative Assembly.” In a scathing censure of the AAP govt, the court observed, “The sequence of events and the timelines reveal a disdainful disregard by the Govt of NCT of Delhi of its constitutional obligations in this regard…”

There were 14 #CAGReports which the AAP govt refused to lay on the floor of the Assembly, dealing with their financial conduct in various departments. Clearly, the AAP govt has much to hide. The court held (wrongly, with respect) that it could not compel the #Speaker to convene the Assembly for the purpose of laying the reports by the Govt even while it observed that such laying in the Assembly was “the means through which the elected representatives are entitled to have access to the CAG reports and thereby hold the government of the day accountable in the field of financial administration.”

In the face of a govt bent upon suppressing reports of its conduct (or misconduct) in financial affairs and a court taking a restrictive view of its power of judicial review over the Speaker's refusal to convene the Assembly for discharging the govt's constitutional duty, who will ensure that the CAG reports are made public before the elections - not just for Delhi’s legislators but for upholding that frequently bandied catchphrase by politicians and media persons of every ilk: The People's Right To Know.

1- रोहिणी विधानसभा को मुख्यमंत्री सड़क पुनर्निर्माण योजना में क्यों शामिल नहीं किया गया? पिछले 10 वर्षों में MCD सड़कों के पुनर्निर्माण के लिए सालाना ₹1,000 करोड़ आवंटित किए गए, लेकिन एक भी रुपया रोहिणी विधानसभा के लिए आवंटित नहीं हुआ। क्यों?

2- दिल्ली की प्रत्येक विधानसभा को 2 हजार CCTV मिले मगर रोहिणी विधानसभा की फाइल आते ही केजरीवाल के इशारों पर हस्ताक्षर रोक दिए गए। क्या रोहिणी वासियों की सुरक्षा केजरीवाल सरकार की जिम्मेदारी नहीं?

3- कोऑपरेटिव ग्रुप हाउसिंग सोसाइटीज़ को एक बार संपत्ति कर पर 35% तक की छूट मिलती थी जिसमें AAP सरकार ने कटौती कर 5% कर दिया। AAP सरकार ने क्यों मुश्किल बनाया मध्यम वर्गीय परिवारों का जीवन?

4- मोदी सरकार ने कोऑपरेटिव ग्रुप हाउसिंग सोसाइटीज़ के पुनर्विकास योजना को लागू किया है।लेकिन केजरीवाल RCS एक्ट में जरूरी संशोधन करने को तैयार नहीं है।जिससे सोसाइटी,सदस्यों की संख्या नही बढ़ा पा रही है।इससे यह योजना लागू नहीं हो पा रही है।केजरीवाल सरकार मध्यम वर्ग के क्यों खिलाफ है ?

अगर केजरीवाल में हिम्मत है तो वो इन सवालों का जवाब दें और बताएं रोहिणी वासियों के साथ क्यों किया भेदभाव?
