Denial of Indo–Nepal Remittance Facility Through Cash at SBI Silvertone Tower Branch, Gurugram
Sir,
I write this representation in the capacity of a concerned customer and citizen, seeking your urgent intervention in a matter that reflects both deficiency in service and non-compliance with RBI guidelines by your branch officials.
1. Facts of the Incident
On 08 April 2026, I visited your branch located at:
SBI, Silvertone Tower, Golf Course Road Extension, Gurugram – 122017,
with the intention to remit an amount of ₹45,500 to Nepal under the Indo–Nepal Remittance Facility Scheme, for the benefit of the husband of my domestic help.
The dealing official initially informed that the transaction could only be processed via RTGS/NEFT using cheque.
Upon escalation, the Branch Manager also categorically refused to process the transaction through cash deposit, reiterating the same position.
I explained that the very purpose of this scheme is to facilitate low-income migrant workers who may not have access to cheque books or formal banking instruments.
Despite this, no alternative facilitation was offered. Even when I requested to use my own account (without cheque book), no assistance or discretionary support was extended.
This resulted in complete denial of a legitimate banking facility, causing inconvenience and hardship.
2. RBI Regulatory Position (Binding on SBI)
As per RBI Circular No. RBI/2021-22/94 dated 27 August 2021, under the Indo–Nepal Remittance Facility Scheme:
“Banks shall accept remittances by way of cash from walk-in customers or non-customers, subject to a ceiling of ₹50,000 per transaction.”
Further, RBI FAQs and operational guidelines clearly permit:
Walk-in customers (non-account holders) to remit funds
Cash-based remittance up to ₹50,000 per transaction
3. Legal and Operational Implications
The refusal by branch officials is:
❗ Contrary to RBI directions, which are binding under the Banking Regulation Act
❗ A deficiency in banking service under consumer protection principles
❗ Defeating the social objective of the Indo–Nepal Treaty framework, designed specifically for financially weaker migrant workers
The insistence on cheque-based remittance reflects either:
Lack of training, or
Misinterpretation of internal procedures overriding RBI norms
Both situations are unacceptable in a premier public sector bank.
4. Conduct of Branch Officials
While the dealing official was otherwise courteous, the Branch Manager failed to exercise discretion, did not provide a solution, and adopted a rigid stance.
This is particularly concerning given that:
The customer present was a senior citizen
The request was within permissible limits and regulatory framework
The transaction was socially sensitive in nature
5. Relief Sought
I respectfully request:
Immediate clarification and confirmation that cash-based Indo–Nepal remittance up to ₹50,000 is permitted across SBI branches
Written explanation for denial of service in this case
Sensitization and training of branch staff to ensure compliance with RBI guidelines
Issuance of clear internal instructions/circular to all branches to prevent recurrence
6. Closing Submission
Banks are institutions of public trust. Their role is to facilitate customers, especially in cases involving small workers and cross-border family support.
They are not meant to impose procedural rigidity where regulations clearly provide flexibility. Denial of such basic facilities amounts to avoidable harassment and erosion of trust in the banking system.
I trust that this matter will be taken with the seriousness it deserves.
