JAMMU DIVISION
14,17,028 certificates — 80.4%
KASHMIR DIVISION
3,45,918 certificates — 19.6%
Total J&K: 17,63,946

The district-wise comparison is equally stark:

14.17 lakh in Jammu Division vs 3.46 lakh in Kashmir Division.

These are official figures placed before the Assembly by the Revenue Department. Such a wide regional disparity in the issuance of reservation certificates demands transparency and a detailed explanation.
