who are particularly low income and need it most. There’s your moral argument. Economic argument? Lower healthcare costs by preventing chronic health conditions. Help people stay out of hospitals and in labor force. Increase GDP. They spend more (increase consumer spending).

Healthy whole foods are comparably expensive so it’s hard to rely on consumers to change their buying behavior, especially given the addictive nature of sugar. Tax food that is terrible for people, use the tax to help get healthier whole foods into the mouths of consumers
