The Ministry of Education and Sports has clarified that the Uganda National Institute for Teacher Education (UNITE) is a specialised, degree-awarding institution established to advance Uganda’s teacher education reform and is not another university.
Speaking at the International Teacher Education Conference (ITEC 2026), Ministry Spokesperson @DeKaMug said the reform is based on the understanding that improving the quality of education requires changing how teachers are prepared.
“ You can do whatever you want to do, say whatever you want to say, but if you do not change how you instruct the teacher you hire, everything will crumble,” Dr. Mugimba said.
He explained that UNITE is a non-university degree-awarding institution specialising in teacher education, with a specific mandate unlike multidisciplinary universities.
Dr. Mugimba said the reform has also involved rationalising teacher-training institutions, noting that Government did not establish additional National Teachers’ Colleges, Primary Teachers’ Colleges or Grade III teacher-training institutions, but instead moved towards consolidating teacher education.
He said the reform’s political direction envisages teacher education programmes eventually being centralised under UNITE.
Dr. Mugimba cautioned stakeholders against “mission drift” and “mission creep,” urging the institution to remain focused on its core mandate of teacher education rather than gradually expanding into unrelated areas.
“Your primary task is not to become a PhD factory,” he said, emphasising the need for UNITE to remain focused on strengthening teacher preparation.
He called on the education fraternity and media to communicate the purpose and direction of the teacher education reform accurately, noting that sustaining the reform will require keeping its institutional mandate clearly defined.

When the great tree falls, do not immediately watch the branches.
Watch the people who once sat beneath its shade.
Some will mourn the tree. Others will measure the timber.
The birds that built their nests there will suddenly find another tree. The hands that were fed by its fruit will forget who planted it. Old grudges will emerge from the forest, dressed as tradition, duty and concern.
And while everyone argues over what belonged to the tree, look for the woman sitting quietly beside its roots.
She remembers when it was only a seed.
She watered it before it gave shade. Protected it before it bore fruit. Stood beside it through every storm. She loved it when there was absolutely nothing to inherit.
Yet when the tree falls, even she may discover that those who once bowed before its branches have no difficulty stepping over its roots.
That is the cruel lesson of death:
Some people loved the tree.
Others only loved the shade.
Time eventually tells the difference.
