Congress can stop any President the constitutional way. The War Powers Act cannot. It was political theater from day one—and it still is.

4/ Proof? Bill Clinton’s Kosovo air campaign ran 78 days without declaration or clear authorization. Barack Obama’s Libya operation lasted 222 days of airstrikes; his team claimed it didn’t count as “hostilities.”
You know, airstrikes. Like Iran today.
Both kept going. Congress didn’t stop them. Presidents file the required notices but always say “consistent with” the Act—not “pursuant to” it. They will NOT concede it's valid.
Because it isn't.
3/ Passed over Nixon’s veto after Vietnam, the Act was classic Beltway blame-shifting by the same Democrats who launched, funded, and bungled the war—then decided the real problem was the presidency itself.
It demands termination of hostilities after 60-days (plus 30 to withdraw) unless Congress approves. Sounds neat.
It isn’t. The clock can’t enforce itself, and no President treats it as binding. Not Republicans. Not Democrats.
2/ The Constitution gives Congress enormous power: declare war, fund it or refuse to fund it, limit or prohibit specific actions, even impeach.
But it must affirmatively act—pass a real law, present it to the President, and (if vetoed) override with two-thirds.
The War Powers Act tries to skip all that with a “legislative veto” the Supreme Court already struck down in INS v. Chadha (1983).
Congress has real war powers. The War Powers Act is not one of them.
Today is day 60 of President Trump’s Operation Epic Fury against Iran. The War Powers Act supposedly forces automatic termination without explicit Congressional approval.
Supposedly.
In reality, the 1973 Act is unconstitutional, unworkable, and irrelevant. Congress can stop the President—but not with a fake legislative veto.
