Four states have enacted income tax cuts thus far this year, with more to come.

Idaho - PIT top rate to 6%, CIT flat rate to 6%
Indiana - phasing down to 2.9% PIT (already flat)
Iowa - heading to flat 3.9% PIT and flat 5.5% CIT
Utah - 4.85% PIT and CIT (both already flat)
