Lennie appears to be a pure bred Treeing Tennessee Brindle who was dumped when his owners found out he had a severe heart murmur caused by a congenital defect. He was trained to hunt raccoons and is being retrained to be a suburban pet.

I have worked at the Lake County Illinois elections for years. Wireless data never keeps up with demand on Election Day so by the end the data is out of sync. This is in a suburban area. Iowa is largely rural - not surprised.
