On 7 July 2025, Yasser Abu Shabab, founder of the ‘Popular Forces’ militia in southeastern Rafah, told ‘Ynet’ that after moving with his family to al-Mawasi he began contacting Palestinian Authority (PA) officials for support. He identified Mahmoud al-Habash (Chief Justice of Palestine and adviser to PA President Mahmoud Abbas for Religious Affairs and Islamic Relations) as the first PA official to respond to him: “The first to respond was Mahmoud al-Habbash” (‘Ynet’, 2025). Abu Shabab then said that he decided, “with the support of the PA,” to establish the Abu Shabab group (ibid.). This is the clearest first-person statement tying al-Habash and the PA directly to the militia’s emergence.

A separate account circulated by ‘al-Hudhud’ (a Palestinian Telegram channel that monitors and translates material from ‘Israeli’ media) provided more detail about the alleged PA channel. ‘Al-Hudhud’ attributed the information to ‘Israeli’ journalist Baruch Yedid. According to that report, Abu Shabab’s militia had begun developing relations with the PA several months earlier, initially through al-Habash. Baha Balousha (a Gaza-born colonel in the PA’s General Intelligence Service) allegedly acted as the PA intelligence intermediary who connected al-Habash with Abu Shabab and helped develop that relationship (‘al-Hudhud’, 2025). The report added that Balousha subsequently assigned Faiz Abu Hunud (a PA General Intelligence officer described as responsible for the “southern region,” meaning Gaza) to lead militia recruitment in the Strip (ibid.).

On 15 July 2025, ‘NPP’ (Palestinian Press Network, a Palestinian news and investigative platform) published “The Hajj Season and Behind the Scenes of the Secret Meeting Between al-Habash and Members of the Abu Shabab Group.” It reported that al-Habash secretly met members of Abu Shabab’s network in Mecca during the Hajj season (‘NPP’, 2025a). According to ‘NPP’, the meetings included coordination over “logistical support” and the movement of assistance through Kerem Shalom (ibid.). The outlet therefore portrayed the encounters as operational meetings rather than ceremonial contacts.

‘Tracking the Fifth Column’ (a Gaza-focused resistance-security platform documenting alleged collaborators and collaborator militias) published a parallel account, “Mahmoud al-Habash: Sponsor of a Lahad Army in Gaza.” The platform accused al-Habash of exploiting the Saudi Hajj grant for Gaza families by adding members of Abu Shabab’s group who were not eligible for the program. It maintained that this arrangement allowed him to meet them secretly in Mecca (‘Tracking the Fifth Column’, 2025). The platform specifically named Hamza al-Masri (an Abu Shabab-linked figure whom it identifies as one of the militia’s prominent operatives) as the most notable participant (ibid.). Its account also traced the al-Habash–Abu Shabab relationship to direct communications between the two men. It stated that the relationship subsequently developed through PA General Intelligence colonel Baha Balousha (ibid.).
