On 23rd October 2025, EALS chaired the 2nd Regional Dialogue Committee (RDC) Meeting of the East African Community at the EAC Headquarters in Arusha, Tanzania

Leaders from the EAC Secretariat, Partner States, and Dialogue Parties — including the East Africa Law Society, EALGA, EACSOF, EAYN, EACRN. EAWiBP and others — are meeting to review progress under the Consultative Dialogue Framework, validate the RDC Matrix of Activities, and shape the roadmap towards the 8th EAC Secretary General’s Forum.

This session reaffirms our shared commitment to an inclusive, participatory, and citizen-driven integration process across East Africa.

A big thank you to EAC-GIZ for their invaluable support in making this meeting possible.

The Permanent Secretary of Burundi responsible for East African Community (EAC) Affairs within the Ministry of Foreign Affairs, Regional Integration and Development Cooperation, Mr. Sévérin Mbarubukeye, represented the Republic of Burundi at the East African Civil Society Summit 2025, held in Nairobi on 29 September 2025. The Summit was convened under the theme “Harnessing EAC Citizens' Potential and Participation in Regional Integration Processes”, with the sub-theme “Innovating for Regional Integration: Advancing Governance, Economic Growth, and Social Inclusion in the Digital Age.”

In his official address, Mr. Mbarubukeye underscored that EAC integration must remain people-centered and participatory, emphasizing the pivotal role of citizens, civil society organizations, and the private sector in shaping the future of the region. He recalled that the dissolution of the original EAC in 1977 was, in part, attributable to the exclusion of citizens from integration processes—thereby reaffirming that inclusive participation is fundamental to sustainable regional integration.

Mr. Mbarubukeye reiterated Burundi’s unwavering commitment to supporting civil society in its efforts to promote sustainable development. He further highlighted that innovation and digital technologies hold transformative potential for governance, economic advancement, and social inclusion. Calling upon all stakeholders to leverage digital tools for regional development, he emphasized the indispensable contributions of non-governmental organizations, youth, and local communities in forging a more inclusive and prosperous East African future.
