in a civil trial, the plaintiff only needs a majority of the jurors (i.e. 7 of 12) from the highly "blue" metro area of Denver, CO to support their assertions to win the case.

Good point. It's a joint resolution to put the county sheriffs' authority in MO state constitution. In 1945, that was taken out of const. and put in statute (state law), meaning the Governor or legislature could change sheriffs' authority, defund or remove their office without voter input.

This resolution puts this issue on the 2026 ballot for voters to decide if they want county sheriff authority back in state constitution. That constitutional authority means that there can be no federal or state overreach - an elected county sheriff is the chief LEO in the county.

Example, Franklin County sheriff during COVID declared mask mandate was unconstitutional. He refused to enforce it in his county. The Gov. or legislature could have acted against him and forced their will. As a constitutional sheriff, Gov and Leg can complain, but they cannot interfere in the county. @ActionForceMO @CofAMissouri
