The fact that college level civics isn't required in the US is the single largest reason we're where we are currently. Very few Americans actually understand how their government works which makes them too susceptible to party propaganda. Voting should require an 80% score.

Also, you can't have two people collect benefits so as long as the person whose number they're using is alive then these folks are paying for a citizen to get higher benefits than they'd otherwise be eligible for
