In the end we ran `SET NAMES utf8mb4` straight after connecting and this solved our issue.

Spent a lot of the week trying to work out why we were storing badly encoded data in a database.

Lo and behold the character set variables were set to `utf8mb4` in development but `latin1` in production 🧐.

That is not how we expected that connection flag to work!

This is the UK's marginal tax rate on someone with three kids. You can earn £50k and pay a marginal rate of 68%. It's disgrace.

But it's made even worse by the way a large chunk of this tax is collected - the "high income child benefit charge" (HICBC).
