Let's say building a bridge is supposed to cost R50 ... this R50 should cover building materials, salaries, trucks etc. The department of roads will put the tender at maybe R60 so that the person who gets the tender will get R10 profit. So once extortionists ask for 30% of R60, the bridge will not be built. Hence so many projects are failing
