The Independent Investigation Committee’s report on the FIFA–FAM scandal has finally been handed to FAM.

What the committee found:

There was indeed document forgery.

The Madani government and NRD were not involved, because naturalisation does not rely on a player’s ancestral birth certificates but on the Minister’s discretion.

Only Malaysian courts can invalidate citizenship, and nothing in FIFA’s ruling suggests the citizenship grants were unlawful. FIFA rules govern sporting eligibility, not nationality law, and citizenship approval is entirely separate from FIFA eligibility.

The forged documents were created and submitted to FIFA from within FAM’s administrative process. Governance was weak, document verification poor, and accountability unclear.

The committee could not identify the forger due to limited investigative powers and missing witnesses. The Johor Bahru notary who certified the documents did not cooperate, and the players’ agent could not be located.

Committee recommendations:
1. FAM should lodge a police report to allow a proper criminal investigation.

2. FAM should take disciplinary action against the officials responsible.

3. FAM must strengthen governance, verification processes, and compliance systems.

In short, both FAM and the Madani government were scammed by the players’ agent.

The Madani government exercised discretionary powers to relax naturalisation requirements based on false assurances from the agents that the players would immediately qualify under FIFA’s heritage rules.

(Karma - being fooled by the same kind of false promises you yourselves fed to the public during elections.)

At the same time, FAM accepted the forged documents from the agent and forwarded them to FIFA without proper checks.
