Crude oil: let us understand the process

1: Here is the structure:

-(a): Federal Government → awards acreage/licence → IOC + NNPC/joint-venture partners → exploration → drilling → discovery → development → production → government receives royalties, taxes, fees and its contractual/equity share.

2: Question: But can government simply order an IOC to sell below the international price?

-(a): Answer: IOC has entered into a binding crude sale, prepayment, forward, or other offtake agreement, the government’s ability to redirect that particular crude at a different price is constrained by the contractual rights of the parties.

3: Atiku’s subsidy-restoration plan faces major structural and financing challenges.

4: Nigeria’s crude is not all freely available for government subsidy purposes.

-(a): Some future crude is already committed under financing/offtake arrangements.

5: Domestic refiners are increasingly expected to obtain crude through the domestic-supply framework rather than simply receiving government-controlled crude at an arbitrary price.

6: Restoring a petrol subsidy would therefore require a fresh and sustainable funding mechanism, not merely an instruction to IOCs or NNPC to sell crude cheaply.

7: And if government tries to subsidise petrol by selling crude below an economically justified price, it could create another fiscal burden and interfere with existing contractual/financing. Simply corruption returns.
