Let me explain AJK issue in few lines. Its simple.

AJK population 4.6 million & registered voters 3.4 million

Muhajir Kashmiris living in Pakistan 2.6 million & registered voters are .34 million

1 vote of Muhajir kashmiri is equivalent to 475 votes of a real AJK citizens.

A member of AJK assembly within AJK need to get thousands of votes to get elected whereas a member on Mohajir seats from Pakistan gets elected getting as low as 360 votes.

Kashmiris asking for reduction of Mohajir seats from 12 to 4 as per above calculation that will stop irrational distribution of seats but Pakistani establishment knows if thats done they will lose control and wont be able to manipulate forming governments.

Now you understand the issue ?
