शिक्षक का सम्मान, शिक्षा का उत्थान और व्यवस्था का व्यावहारिक समाधान—इन्हीं तीन उद्देश्यों को लेकर मैंने उत्तर प्रदेश के माननीय मुख्यमंत्री जी, माननीय मुख्य सचिव एवं माननीय अपर मुख्य सचिव (बेसिक शिक्षा) को एक विस्तृत पत्र प्रेषित किया है।

पत्र के माध्यम से मैंने बेसिक शिक्षा विभाग की स्थानांतरण नीति में छात्र-शिक्षक अनुपात (PTR) को स्थानांतरण की अनिवार्य शर्त बनाए जाने पर पुनर्विचार करने का विनम्र अनुरोध किया है।

मेरा स्पष्ट मत है कि PTR कोई स्थिर (Static) नहीं, बल्कि पूर्णतः गतिशील (Dynamic) व्यवस्था है। आज किसी विद्यालय का PTR जो है, वह एक शिक्षक के स्थानांतरण के बाद स्वतः बदल जाता है। इसलिए इसे स्थानांतरण का अंतिम आधार बनाना न तो प्रशासनिक दृष्टि से उचित है और न ही व्यावहारिक।

मैंने यह भी निवेदन किया है कि वर्तमान में स्थानांतरण चाहने वाले शिक्षकों की संख्या लगभग 6,500 है, जबकि प्रदेश सरकार लगभग 60,000 नए शिक्षकों की भर्ती की घोषणा कर चुकी है। ऐसे में पहले इच्छुक शिक्षकों को उनकी वांछित तैनाती प्रदान कर दी जाए और तत्पश्चात नई भर्ती के माध्यम से पूरे प्रदेश में PTR का वैज्ञानिक एवं संतुलित पुनर्विन्यास किया जाए। इससे शासन के उद्देश्य भी पूरे होंगे और हजारों परिवारों को वर्षों से चली आ रही पीड़ा से भी राहत मिलेगी।

मैंने अपने पत्र में एक अत्यंत महत्वपूर्ण तथ्य की ओर भी ध्यान आकर्षित किया है।

'स्कूल चलो अभियान' जैसे जनहितकारी अभियानों को सफल बनाने के लिए हमारे शिक्षकों ने घर-घर जाकर बच्चों का नामांकन कराया। आज उन्हीं की मेहनत के कारण सरकारी विद्यालयों में विद्यार्थियों की संख्या बढ़ी है और उसी बढ़े हुए PTR के आधार पर अनेक शिक्षक स्थानांतरण से वंचित हो रहे हैं। यह स्थिति उन शिक्षकों के साथ न्याय नहीं करती, जिन्होंने सरकार की योजनाओं को धरातल पर सफल बनाया।

यदि शिक्षकों की निष्ठा और परिश्रम का परिणाम उनके अपने हितों के विरुद्ध जाएगा, तो भविष्य में ऐसे अभियानों के प्रति स्वाभाविक उत्साह प्रभावित होने की आशंका से इंकार नहीं किया जा सकता। एक प्रेरित शिक्षक ही राष्ट्र का श्रेष्ठ निर्माता होता है।

प्रदेश में हजारों शिक्षक एवं शिक्षिकाएँ वर्षों से अपने परिवारों से दूर सेवा दे रहे हैं। अनेक बच्चों का बचपन माता या पिता की अनुपस्थिति में बीत रहा है। मेरा मानना है कि शिक्षक का मनोबल और पारिवारिक संतुलन, दोनों ही शिक्षा की गुणवत्ता से सीधे जुड़े हुए हैं।

मुझे पूर्ण विश्वास है कि माननीय मुख्यमंत्री श्री योगी आदित्यनाथ जी शिक्षकों की इस व्यावहारिक एवं मानवीय समस्या पर संवेदनशीलतापूर्वक विचार करेंगे और ऐसा निर्णय लेंगे जो शिक्षा व्यवस्था को और अधिक सशक्त बनाने के साथ-साथ हजारों शिक्षक परिवारों को भी न्याय प्रदान करेगा।

नीति का उद्देश्य केवल नियम बनाना नहीं, बल्कि न्यायपूर्ण, मानवीय और प्रभावी व्यवस्था स्थापित करना होना चाहिए।

The moment any ideology starts justifying murder because it serves a cause, it stops being activism and begins resembling extremism/terrorism.Feminism, like any movement, loses its moral ground when violence is excused in its name.
History reminds us that even terrorists had sympathizers Kasab had supporters too. Having supporters does not make an act righteous. Murder remains murder, regardless of the banner under which it is defended. This kind of feminism should be declared, terrorism and steps should be taken against the women who support it.
