Estimates vary, but approximately 7.5–8 crore to as many as 12 crore legacy two-wheelers—largely carburetted and not engineered or calibrated for E20—are still plying on Indian roads.
That is tens of millions of vehicles whose technical limitations deserved to be examined before a higher ethanol blend was imposed nationwide.
We went looking for what the science actually says happens inside that fleet. Team Bharat is very good at finding information — when it exists, we will find it, and this report is the proof of that, not a claim about it.
STUDY 1 — What ethanol blends do inside an unmodified carburetted engine

A 150cc BS-IV carburetted motorcycle, carburettor untouched, tested E0 through E50. Formaldehyde and acetaldehyde rose linearly with ethanol content — acetaldehyde running more than 3× higher than formaldehyde.
STUDY 2 — What those emissions mean across India's road-transport sector
RTEII: A new high-resolution road transport emission inventory for India

The study measured 74 separately identified VOCs from 72 Indian vehicles and calculated their ozone- and secondary-pollution-formation potential:
1️⃣ Petrol two-wheelers: 52 ± 15.4 g NMVOC/L fuel — among the highest emission factors of the vehicle categories tested
2️⃣ Two-wheelers: 94% of India's road-transport BTEX emissions
3️⃣ Petrol vehicles: approximately 80% of national road-transport NMVOC emissions
4️⃣ Petrol two-wheelers: the highest secondary-organic-aerosol production factor of the categories examined
5️⃣ Petrol's ozone-formation potential: 128 ± 40 g O₃ per litre of fuel burnt
6️⃣ The researchers state that oxygenated VOCs such as acetaldehyde are particularly reactive and can fuel regional ozone formation
Read together: one study shows that increasing ethanol content raises reactive carbonyl emissions in an unchanged carburetted motorcycle; the other shows that petrol two-wheelers already carry an exceptionally high burden of VOC emissions, ozone-forming potential, and secondary aerosol formation across India's road-transport sector.
Before E20 became the default fuel, where was the published fleet-wide assessment of its atmospheric consequences for India's enormous legacy carburetted two-wheeler population?
This evidence existed inside the government's own oil company and Indian public institutions since 2020–2021. Five to six years passed.
For us, the government is not something separate from the people of this country — it is an extension of who we are. When it needs course correction, correcting it is not confrontation. It is our responsibility as citizens.

Notice how the entire conversation changed from "E20 will save you lots of money" from "pure petrol will cost you more."
We have been pickpocketed, my friends.
Ethanol is a simple molecule. C₂H₅OH.
But it may be writing a much bigger story than its formula suggests.
The story so far:
Flawed Policy → Higher Ethanol Blends ↑ (untuned legacy engines) → Carcinogens ↑ (formaldehyde, acetaldehyde) → Surface Ozone ↑ — 15 of 25 Indian cities now above the Legal Limit → Erratic Monsoons → Doctors already warning of a lung cancer epidemic.
We spent months tracing the policy decisions behind it, and what it's already producing — connecting what's sitting in the public domain that not many have put together:
1️⃣ Untuned Legacy Engines running E20 measurably increase formaldehyde and acetaldehyde in the exhaust — both carcinogens, both ozone precursors.
2️⃣ India's Surface Ozone has worsened every year for 5 straight years — an established fact, per CSE's own six-year dataset. The same 5 years, ethanol content in the fuel rose from 8% to 20%.
3️⃣ A 2025 IISc study just modelled a "safe" aerosol boundary for South Asian monsoon rainfall. We may have less room left than anyone's said out loud.
4️⃣ Formaldehyde and Acetaldehyde — tracked by zero Indian monitoring agencies. Not CPCB. Not SAFAR. Zero.
5️⃣ The fleet most exposed — 75-80 million pre-2020 two-wheelers — has never been directly tested for carbonyl emissions under ethanol blending. As of this year, they have no fuel left except E20.
Our Position: Until that legacy fleet phases out, E20 as the only option at every pump is a flawed policy. Not a case against Ethanol. A case for sequencing it to the fleet that has to run on it.

Indian Oil Corporation and IIT Delhi tested an unmodified carbureted BS-IV motorcycle and found that formaldehyde and acetaldehyde emissions increased linearly as ethanol blending rose from E0 through E20 and beyond. Both are reactive carbonyl VOCs involved in photochemical ozone formation. Therefore, mass use of E20 in legacy carbureted two-wheelers can increase the exhaust burden of ozone-forming precursors, particularly in dense, sunny and NOx-polluted Indian cities.

🚨 Bengaluru-based Vimag Labs has been granted a fifth patent for their magnet-free electric motor.
This is fully indigenous and uses just copper, steel and standard electronics.
Ever wondered why, despite being the largest ethanol producer in the world, the USA hasn't gone beyond 10% blending as their base fuel? This, despite e15 being approved back in 2001 for use in regular vehicles.
Even with 3 decades of Flex-Fuel Vehicles (FFVs) on the road and a 2001 onwards approval for E15, the USA - the world's top ethanol producer - deliberately keeps E10 as its standard baseline to protect vehicle longevity and fuel logistics.
Contrast this with India, where E20 is being aggressively pushed as the standard fuel despite over 80% of the existing vehicle fleet lacking the engineering to safely handle it. Policy must respect automotive reality.

Only then will people realize who Gadkari truly was.
It is safe to say that he is India's answer to Elon Musk.
When govt says Ethanol blending will help farmers, it irritates me as any rhetoric about benefitting farmers has started irritating me after 'farmer protests'. But those who opposed farm laws should root for Ethanol blending. Annadata will bless you. Put your petrol where your mouth is.
