Ignore Trump for a moment, but a domestic policy question for us is India’s stance on resisting the opening up of the dairy sector to external competition.
This is at least the second time in the last decade that we are willing to incur significant costs to shield this sector. The first time was when India chose to stay out of the RCEP in 2019, citing the competition posed by the highly efficient dairy industries of Australia and New Zealand. Six years later, the excuse remains the same.
So, how long are we willing to back one sector’s interests over others? One could explain away the reluctance on agriculture for various reasons, but permanent protectionism in an industry where India is the world’s largest producer does not augur well.
The fact is that our dairy industry is uncompetitive because it's protected. Due to the belief that 'co-operatives shouldn't compete', they don't even face domestic competition.
A poor argument I've heard is that India doesn't export milk, whey, etc., because we consume most of it. By that logic, Taiwan shouldn't be exporting chips because it has quite a few electronics firms who use domestic chips. Or China shouldn't be exporting manufacturing equipment because it's the factory of the world.
Competing means doubling down on your comparative advantage and targeting all markets. Unfortunately, this is not where we are on dairy.
