The report also recognises the staffing issues faced by third sector organisations. With rising demand, complex cases and staff burnout across the advice sector, the Government must work with independent advice services to build the workforce needed to meet this challenge.

Milburn Review acknowledges that for young people, the safety net and early intervention have been absent. It is important to recognise that free and independent advice services have to pick up the pieces, and if the Government wants fewer NEETs, it must invest in these services.
Reform must also not come at the expense of young people who cannot work. Many of the young people our members support are living with mental health conditions, chronic illness or disability.
