These, apparently, are Near Space Labs high altitude vehicles, called Swifts, that take pictures from the stratosphere. It's possible this mission is commissioned by the insurance industry to look at impact of fire in California, a popular use-case, but I don't know.
This is the "Freedom Plane", a collaboration between Boeing and the National Archives to transport 18th century documents across the nation to celebrate America's 250th anniversary.
