A great struggle for Europeans is that 6-7 years ago, news like this would’ve been unthinkable.

Europe Split in Two: EU Caps Cash at 10,000 EUR in 2027 While Slovenia Just Made Cash a CONSTITUTIONAL RIGHT – The Money War Is ON
The countdown is real: In exactly 591 days (July 10, 2027), the new EU anti-money-laundering package becomes fully enforceable. Cash payments to businesses over 10,000 EUR will be illegal across all 27 member states. Crypto exchanges must enforce full KYC, ban anonymous accounts and privacy coins, and flag self-custody transfers over 1,000 EUR. The digital euro (CBDC) is on track for pilots in 2027 and possible launch in 2029.
But six days ago something huge happened that flips the narrative:
On November 21, 2025, Slovenia became the first EU country ever to write the right to pay with cash into its Constitution (67–1 vote). Cash is now officially protected as legal tender and a parallel payment system – even as the rest of the EU pushes harder into traceable digital money.
Countries actively defending cash:
- Slovenia – Cash enshrined in Constitution (Nov 21, 2025 – First EU nation to do it, ~64% of in-person payments still cash
- Slovakia – Right to pay in cash added to Constitution June 2023 – Explicit protection against forced digital-only future
- Austria – Active proposal to make cash a constitutional right + mandate acceptance & ATM access to ATMs (debate ongoing since Aug 2023, 67% of small payments still cash)
- Switzerland (non-EU) – Parliament approved constitutional cash guarantee, nationwide referendum scheduled March 2026 (~25% of payments still cash)
This is no longer theory. One side of Europe is building the infrastructure for programmable, fully traceable money. The other side is literally writing cash protections into their constitutions.
