Ordinal-style witness data is cheaper than OP_RETURN, so expanding OP_RETURN does not mitigate bloat. Accepting arbitrary data because it is technically valid abandons Bitcoin’s long-standing practice of using relay policy and standardness to defend L1 scarcity.
