Even when they have to communicate in colonial languages; they should write Ikinyarwanda first, then colonial languages.

2/)Other than the ministry of foreign affairs, but also strictly in messages intended to foreign audiences, there’s no conceivable reason why other gov’t institutions in post-1994 genocide Rwanda should prioritise colonial languages over Ikinyarwanda in their public communication
12/) All genocidal and violent episodes in Rwanda’s socio-cultural and political history have always been politically rewarding to the ruling classes. The 1994 Rwandan genocide is no exception to this historic reality. It’s immensely benefitted the post-genocide ruling “elite”.
1/) Any foreigner who purports to be an ‘expert’ on Rwanda’s political landscape and political history; yet does not speak Ikinyarwanda, is just a grifter. If you don’t speak Ikinyarwanda, you basically don’t know and don’t understand Rwandans.
10/) Rwandans are socio-culturally & inherently an evil, genocidal & violent people – genocidal violence is a very Rwandan socio-cultural trait. Rwanda’s language – Ikinyarwanda – is full of evidence of the genocidal & violent nature of Rwandans & the Rwandan personality.
9/) Those who committed the 1994 Rwandan genocide did so in an obviously inhumane and stupid attempt to eliminate those they perceived and defined as the “enemy” to their power. This is a typical Rwandan socio-cultural trait and mindset —to eliminate people, call them an enemy.
11/) Finally, because the gov’t in post-1994 genocide Rwanda is made up of largely unelected officials, except for the president & MPs who are elected in a mafia-style electoral process, there’s no genuine direct 'social contract’ between the gov't & the Rwandan public.
1/) In post-genocide Rwanda, thanks to articles 112(4a-i) and 116 of the constitution, the cabinet is the president’s personal power agency. None of the cabinet members in post-1994 genocide Rwanda is an elected representative of the Rwandan public.
10/) A person who can't control, discipline & regulate his/her urges for food, drinks; can't possibly control, discipline & regulate his/her emotions. A person who can't control & lacks discipline to regulate his/her emotions isn’t fit for positions of national leadership.
