The Pashtun National Jirga strongly opposes the unjust Khyber Pakhtunkhwa Mines and Minerals Bill 2025. This legislation pushed by the provincial government, is nothing but a legal smokescreen to hand over Pakhtunkhwa’s mineral wealth to the federal establishment and its military industrial network. Introduced deceptively as a provincial reform, this bill is a brutal attack not only on Pakhtunkhwa and it’s resources but the 18th Constitutional Amendment and a direct assault on the democratic rights and economic autonomy of the Pashtun people.

The Pashtun National Jirga views this as a grave violation of provincial autonomy and a blatant encroachment on constitutional rights. It firmly asserts that such an undemocratic move will be challenged through all available legal, political and public platforms, and opposed in every possible manner. If passed, the law will strip Khyber Pakhtunkhwa of any meaningful authority over its mineral resources, including precious and strategic materials such as lithium, copper, uranium, graphite and nephrite.

Instead, all licensing, pricing, exploration, and data control will be handed over to federal institutions and military owned companies, while the elected provincial assembly is rendered powerless. This law is not just a legal document it is a blueprint for economic colonization of Khyber Pakhtunkhwa. It aims to hand over Pashtun resources to Punjab-dominated federal and military institutions, while the people of Pakhtunkhwa continue to suffer from poverty, underdevelopment and unemployment.

We have already seen how Pakhtunkhwa’s hydroelectricity is sold to the national grid, but the province is never paid in full and continues to endure daily power outages. This bill will repeat the same injustice, Pakhtunkhwa minerals will be sold, profits will go to federal coffers and military companies, and our communities will be left with nothing.

The Pashtun National Jirga calls on all political parties, civil society organizations, student unions, and legal experts to reject this colonial legislation. We demand that the bill be withdrawn immediately and that any future mineral laws be drafted in full consultation with the provincial assembly, local communities and indigenous rights groups. The resources of Pakhtunkhwa belong to the people of Pakhtunkhwa. We will not allow this daylight robbery to continue.

Just as with other massacres of Pashtuns in Pakistan, the state aims to censor its crimes from the history books and collective memory of people in Pakistan. In the past, the regime almost succeeded in deceiving Pashtuns, but now the lies are obvious. Pashtuns know that the regime does not see them as equal citizens. Pashtuns will remember their deaths killed in massacres, bombings, extrajudicial killings and every other repression by the state.

Today, December 16th, is the tenth anniversary of a well planned cold-blooded massacre at a school in Peshawar.
Innocent Pashtun children were mass murdered by a proxy group of the army in order to create a pretext for militarising Pashtun areas. The starting shots for the vicious cycle of death and destruction on Pashtun land were fired at the APS. The killers still roam freely.

مشرمنظور پشتین نے پشتون علاقوں سے فوج کے انخلا کا مطالبہ کیا۔ انہوں نے جرگے کے شرکاء سے اپیل کی کہ وہ فیصلہ کریں کہ فوجی اور طالبان دونوں کو علاقے سے نکلنا چاہیے کیونکہ ناامنی ان کی وجہ سے آئی ہے۔ انہوں نے کہا کہ پشتون قوم کو فوج، ISI، MI ، "ګډ طالبان" اور "بیډ طالبان" ان پانچ کو دہشت گرد تنظیمیں ډیکلییر کریں.
