This dog attacked totally unprovoked and might do it again. This owner not only didn’t care, but tried to blame it on me, that I didn’t let his dog pull my dog’s face off. Wondering how I can file a report, or what to do to protect others.

@MarinaTimes (1/2) does anyone know this man? His dog lunged at my dog & clamped on to his face. The man started yelling at me, pulling his dog while his dog was attached to my dog’s face. We finally broke free, & he yelled at me and ran away while my dog was bleeding.
