One place these people congregate is a public Telegram group called "ComsChatter" (Nich is an admin). Stolen account credentials are often leaked here, as was David's:
Make no mistake -- PS Support is the root issue. These cockroaches are merely the side effect of that issue, and they will continue to exist as long as PS Support has as much power as they do.
Like I said, bad actors can exist anywhere, so this isn't necessarily an issue of PS Support being outsourced to less developed countries (though that certainly doesn't help). One of these account sellers could work at PS Support for all we know:

After reading this, you might think you're safe if you don't have an interesting or 3L/4L username and aren't a high-profile account such as being a top-ranked trophy hunter. But that couldn't be further from the truth. Hakoom got his account back, and I'm confident David will too, precisely because they are high-profile figures.
All it takes is for you to catch the attention of the wrong person. Maybe you upset them in a CoD/FIFA match, or an internet argument, or they see a post where you brag about having a lot of games. That's all it takes for you to be a target too.

It's disheartening that nothing changed after Hakoom's incident, despite it going viral with millions of YT views and several news articles written about it. I don't know if there's any way to truly affect change at @PlayStation, but making this post seems like a good place to start. Please share it as far as you can.

„Załączam screen maila (z dziś), w którym portal https://t.co/PTFKgCGthk (rządowy) informuje mnie, że ktoś się pomyślnie zalogował na mój profil zaufany i wysłał do weryfikacji prośbę o kredyt. Poniżej podano telefon, pod który należy dzwonić, jeśli to nie ja weryfikowałam. Standardowa procedura. Zadzwoniłam. Pan poinformował, że nadał numer sprawie, i że w ciągu 15 minut zadzwoni do mnie pracownik z banku. Chwilę później dostałam SMS z tegoż banku (ten sam skrót nadawcy) z informacją, że będzie do mnie dzwonił pracownik Adam Dombrowski. Za chwilę zadzwonił człowiek bardzo miły, z obcobrzmiącym akcentem (pierwsza lampka ostrzegawcza). Powiedział, że nie wolno mi podawać żadnych kodów, PINów ani niczego innego (jakbym się do tego rwała). Powtórzył mi wszystkie komunikaty ostrzegawcze tak dobrze znane z mediów i przestrzeni publicznej. Następnie kazał mi się zalogować do aplikacji bankowej, żeby zablokować dostęp do limitu kredytowego. Aby go zablokować, kazał mi go zwiększyć do 15 000. I tu mi się zapaliła druga lampka, już wielkości latarni morskiej. Powiedziałam, że pójdę do banku i zrobię to osobiście w oddziale. Nie będę zanudzać– w banku okazało się, że i adres mailowy, i źródło smsów są fałszywe. Na szczęście niczego nie potwierdzałam, wycofałam się w porę, nie okradziono mnie - ale ostrzegam kogo się da, bo mail jest identyczny jak oryginał. Nie dzwońcie na podany numer, nie sprawdzajcie, lekceważcie. W banku panie stwierdziły, że pierwszy raz spotykają się z takim sposobem. Co nie znaczy, że ostatni. Obrzydliwe jest to, że ktoś wykorzystuje nasz strach przed kradzieżą i wejściem w nieswoje kredyty, żeby zmusić nas do oddania wszystkiego dobrowolnie. Ja się uchroniłam, przydały się lampki alarmowe i logiczne myślenie, ale wszyscy wiemy, jak bardzo trudno w stresie o logikę. Ostrzegam – wszystko było bardzo realne i sprytnie uknute. Uważajcie!”
