If verbal abuse isn't enough what is? Physical? Gabbing? Groping? Or does it need to be more? All of that has and does happen inside a relationship. It's clear R is wrong. But so is the rest of it. When we don't step up when someone is uncomfortable it may lead to more and worse.

Here is the thing about saying you don't want to get involved with a "personal relationship/disagreement ...when it comes to harassment and abuse we know it is more likely to come inside a relationship. Not wanting to get involved because it's personal is part of the problem.
