Goa is set to mandate ISI-marked helmets not just for two-wheeler riders but also for pillion passengers, with the rule to be introduced in a phased manner. The proposal to enforce Section 129 of the Motor Vehicles Act was discussed at a recent State Road Safety Council meeting chaired by Transport Minister Mauvin Godinho. Official sources said the rule will not be enforced in the current financial year and will come into effect only after a formal notification by the Transport Department, with priority given to public awareness and gradual compliance. The move gains momentum as Goa begins observing National Road Safety Month from January 1.
