Because there's a clear difference between harm reduction, harm prevention, and harm elimination. And it's a measure of our tolerance with abuse coexisting in our system

@Data_tree Like the small individual cases weren't enough to spark social change, and society typically doesn't step in until these situations get "outta control", but what this really means is the abuse has to happen to more members of society before they start to care
