The Office of the Attorney General plays a vital role in ensuring access to justice for all, particularly for vulnerable and underserved members of society. Through its legal aid services, the Office seeks to bridge the gap between the law and the people by offering free or subsidized legal assistance to those who cannot afford private representation.

These services include legal advice, representation in civil matters, assistance with documentation, and guidance on dispute resolution. Citizens are supported in areas such as family law, succession, land disputes, and other civil claims, helping them navigate complex legal processes with dignity and confidence. The Office also works closely with partner institutions to extend outreach services, bringing legal support closer to communities across the country.

In line with ongoing reforms, legal aid services have been enhanced through digitization and improved service delivery frameworks, making them more accessible, efficient, and user-friendly. Modernized service points, including upgraded facilities within key departments, ensure that citizens receive timely assistance in a more welcoming and organized environment.

Through these efforts, the Office of the Attorney General continues to uphold the principles of justice, fairness, and equality before the law, ensuring that no one is left behind due to financial or social barriers.

Today, I joined my cousin, Dr. Patrick Ogeto Mokaya, his sons Joe and Jeff and the entire family at their Ngata Farm in Nakuru to mourn the passing of their beloved wife and mother, Hyline Mokeira Orango Mokaya.

Losing a loved one is a pain that words can never fully express. Hyline’s departure has left a deep void in our family.

My wife, Sarah, my father, Chrisantus Mose, the entire Amwata family and the people of the great Kitutu Masaba Constituency in Nyamira County, join me in conveying our deepest condolences to the entire Mokaya family during this difficult time. May God grant you strength and comfort you during this difficult season. May the memories of Hyline’s love, kindness and the life she shared with you continue to sustain you in the days ahead.

Rest in eternal peace, Hyline. Your memory will forever live on in our hearts.

The Advocates Complaints Commission (ACC) has taken steps to strengthen its operational framework following the conclusion of a five-day retreat held from 21–25 September 2026 in Nairobi.

The retreat, held with support from @UKinKenya through @ELGIA_Africa
through the Kenya Institutional Strengthening Programme (KISP), brought together Commissioners and Secretariat staff to undertake a comprehensive review of the Commission’s key operational manuals.

The review focused on four critical areas of the Commission’s operations, namely Registry and Support Services, Review and Investigation, In-House Alternative Dispute Resolution (IHADR), and Prosecution.

Through the five-day engagement, participants examined the existing procedures and identified areas requiring refinement to ensure greater efficiency, consistency and effectiveness in the execution of the Commission’s mandate.

The retreat also provided a platform for Commissioners and Secretariat staff to share insights, strengthen coordination and develop practical measures to improve the handling and resolution of complaints against advocates.

At the close of the retreat, the Commission agreed on a structured roadmap to guide the finalisation of the reviewed manuals. The roadmap will cover technical drafting, quality assurance and the requisite approval processes.

The exercise forms part of ongoing efforts to strengthen the institutional capacity of the ACC and ensure that its operational systems remain responsive to the needs of the public.

Through continuous review and improvement of its processes, the Advocates Complaints Commission continues to advance efficient complaints handling, accountability and access to justice.

Last evening, I joined the family of the chairperson of the Public Service Commission (PSC), Hon. Francis Meja at their home in Kajiado County to console them following the demise of their matriarch, Mama Grace Sandi Tianoi Ene Meja.

My prayers are with the family during this difficult period.

The Board of Directors of the Nairobi Centre for International Arbitration paid me a courtesy call at my office. The Board was led by the Chairperson, Ms. Rina Chatrath, accompanied by Directors - Mr. Samuel Nderitu, Hon. Mary Otindo, Ms. Mirriam Bomet, QS Saili Malonza, CPA Nancy Manyara and Ms. Kanini Nthiga.

I was briefed on the mandate and achievements made by the Centre as well as the strategic direction taken by the Board in positioning the Centre as the leading arbitral institution in the region. This includes the Nairobi Arbitration Week scheduled for 1-5 March 2027, the constitution of the Arbitral Court and the push for the enactment of the Arbitration (Amendment) Bill, The Construction Adjudication Bill and The Dispute Resolution Bill.

Engagement with the Delegation from South Africa

This morning, I had the honour of hosting a delegation from South Africa’s National Prosecuting Authority, led by Adv. Mthunzi C. Mhaga, Special Director and Head, Legal Affairs Division. The delegation is on a study visit to Kenya, focusing on civil litigation from prosecutorial decisions, particularly claims of malicious prosecution and unlawful arrest and detention.

The delegation was accompanied by officers from @ODPP_KE.

We value this opportunity for ongoing learning to enhance and strengthen our justice institutions across Africa.
