लोकतंत्र की सबसे बड़ी पहचान यह नहीं कि लोग सरकार की प्रशंसा करें, बल्कि यह कि लोग सत्ता से असहमत हो सकें, उसकी कठोर आलोचना कर सकें और कानून सब पर समान लागू हो।

गाली-गलौज किसी सभ्य समाज का आदर्श नहीं। प्रधानमंत्री हो, पत्रकार हो या कोई नागरिक—किसी के लिए अपमानजनक भाषा उचित नहीं। लेकिन सबसे बड़ा सवाल यह है: क्या हम इस सिद्धांत को सब पर समान लागू करते हैं, या पद देखकर अपने नैतिक मानदंड बदल लेते हैं?

पिछले वर्षों में रवीश कुमार, आशुतोष और तमाम पत्रकारों, लेखकों, कार्यकर्ताओं को सोशल मीडिया पर लगातार माँ-बहन की गालियाँ दी गईं। महिला पत्रकारों को बलात्कार की धमकियाँ मिलीं, कई को जान से मारने की धमकी दी गई। वर्षों यह सब सार्वजनिक रूप से होता रहा। शिकायतों के बावजूद कार्रवाई नाममात्र की हुई। समाज के एक बड़े हिस्से ने इस ऑनलाइन हिंसा को सामान्य राजनीतिक व्यवहार मान लिया। तब देशव्यापी नैतिक आक्रोश कहाँ था? तब क्यों नहीं कहा गया कि किसी की माँ को गाली देना पूरे समाज का अपमान है?

अब जंतर-मंतर पर एक किशोरी ने प्रधानमंत्री के लिए अपमानजनक शब्द कहे। उस भाषा का समर्थन नहीं। लेकिन उसके बाद जो प्रतिक्रिया आई, उसने गंभीर सवाल खड़े किए। उसकी पहचान, फोन नंबर और पता सार्वजनिक कर दिया गया। उसे बलात्कार और हत्या की धमकियाँ मिलीं। यदि यह सच है, तो यह एक किशोरी की सुरक्षा, निजता और गरिमा का प्रश्न है।

विडंबना देखिए—प्रधानमंत्री ने खुद कहा कि वे उस बच्ची को माफ करना चाहते हैं, उसे मार्गदर्शन दें, सज़ा नहीं। तो फिर राज्य और समाज की पहली जिम्मेदारी उसकी सुरक्षा करना है, उसे भीड़ की हिंसा और ऑनलाइन उत्पीड़न से बचाना है। अगर कार्रवाई होनी है, तो न्यायिक प्रक्रिया से, सोशल मीडिया की भीड़ से नहीं।

सबसे बुनियादी सवाल समानता का है। क्या केवल प्रधानमंत्री की माँ ही सम्मान की अधिकारी है? क्या रवीश कुमार की माँ, आशुतोष की माँ, किसी छात्र, किसान या मज़दूर की माँ सम्मान की अधिकारी नहीं? संविधान का अनुच्छेद 14 कानून के समक्ष समानता देता है, अनुच्छेद 21 हर व्यक्ति को गरिमा का अधिकार देता है। संविधान कहीं नहीं कहता कि सत्ता में बैठे व्यक्ति का सम्मान अधिक और आलोचक का कम।

अमेरिका, ब्रिटेन, फ्रांस—हर स्थापित लोकतंत्र में राष्ट्राध्यक्षों को कठोर आलोचना, व्यंग्य, तीखे नारे झेलने पड़ते हैं। वहाँ भी हिंसा की धमकी, उत्पीड़न, डॉक्सिंग अपराध है। लेकिन किसी एक अपमानजनक टिप्पणी के जवाब में संगठित भीड़ द्वारा किसी व्यक्ति या उसके परिवार को निशाना बनाना लोकतांत्रिक आदर्श नहीं।

लोकतंत्र में सार्वजनिक पद अधिक आलोचना भी लाता है। इसका मतलब यह नहीं कि गाली उचित है, बल्कि यह कि कानून सबके साथ समान होना चाहिए। यदि गाली गलत है, तो हर व्यक्ति के लिए गलत है। यदि किसी की माँ का अपमान गलत है, तो हर माँ का अपमान गलत है। यदि बलात्कार या हत्या की धमकी अपराध है, तो वह प्रधानमंत्री के आलोचक के विरुद्ध भी उतना ही अपराध है।

सबसे खतरनाक बात तब होती है जब समाज व्यक्ति नहीं, पद देखकर संवेदनशील बनता है। एक पत्रकार को वर्षों गालियाँ मिलती रहें—सामान्य। सत्ता के शीर्ष पर बैठे व्यक्ति के विरुद्ध एक टिप्पणी—राष्ट्रीय संकट। यह दोहरा मापदंड लोकतंत्र को कमजोर करता है। लोकतंत्र की आत्मा प्रतिशोध नहीं, समानता है; भीड़ नहीं, कानून है; व्यक्तिपूजा नहीं, संवैधानिक नागरिकता है।

हमें गाली की राजनीति का विरोध करना चाहिए—पर चयनात्मक नहीं। यदि हम सचमुच लोकतांत्रिक मूल्यों में विश्वास करते हैं, तो स्वीकार करें कि इस देश में किसी भी नागरिक की गरिमा कम या ज्यादा नहीं हो सकती। प्रधानमंत्री का सम्मान भी उतना ही महत्वपूर्ण है जितना एक पत्रकार, छात्र, किसान या पंद्रह वर्षीय बच्ची का। यदि किसी की माँ का अपमान पीड़ा देता है, तो हर माँ का अपमान समान पीड़ा देना चाहिए। यही संविधान की भावना है, यही लोकतंत्र की बुनियाद है, और यही कसौटी है किसी लोकतांत्रिक समाज की परिपक्वता की।

Many eligible voters with current EPIC numbers don't have their parents and grandparents names (missing/unable to find) mentioned in the 2002 SIR list.
I recently saw a statement by Karnataka CEO to @DeccanHerald that people whose parents and grandparents names don't appear on 2002 list can add their parents siblings as progeny when they fill the form provided by the local BLOs. But when I spoke to BLOs, They say, Only Parents and Grandparents names can be linked and not Parents Siblings.

Can you please clarify? If Yes, Request you to advise all the BLOs about the same. Many voters in Karnataka are worried about this.

What is wrong if BLOs explaining SIR at a common place for convenience & to meet deadline? 1,200 electors per BLO, they must complete nearly 50 forms a day to verify & upload form. Is mandatory d2d visit practically achievable? Or this objection is mainly to delete muslim votes??

I really hope I don’t have to do this frequently. But, if officers and contractors do not listen and do their job, unfortunately, I will be forced. I appeal to them to do their job properly.
Today, I happened to observe an asphalt work in progress. I was doubtful of the quality. I asked the Commissioner to inspect this asphalt work. Indeed, the work was found to be substandard. Sadly, officer is suspended and contractor penalised.
