Saudia provides these facilities to their countries who are in charge of distribution. For example, If a country gets 1000 Visas, Saudia provides ~1200 facilities.

First, most of the hujjaj that paid for hajj package live in a tent. So, alot of ppl who are sleeping on the streets either didn’t pay for hajj or their package didn’t include the tent and they knew that.
