I really need EVERYONE to understand what's going on here. This affects ALL Korean celebrities, including actors and K-pop idols. THIS ISN'T JUST A CHA EUNWOO FAN ISSUE!
Right-wing South Korean politicians are using Cha Eunwoo's situation, and invoking KEMA, to overstep the KMF's call for tax reform on an unregulated system. The South Korean Government does NOT want this fixed because then they would lose the ability to incorrectly frame Celebrities as tax evaders to create a scandal to cover up their own Government's scandals. Entertainment Agencies also do NOT want this fixed because they want to maintain control over celebrities.
Let me explain:
1. It is totally normal for artists to open 1-person agencies for their solo careers. Most A-list Hallyu actors and idols have them to protect their personal brand so their signed agency doesn't have full control over them. This is a system used in most countries. But the National Tax Service (NTS) refuses to write clear tax rules for 1-person agencies in South Korea. Instead, the NTS waits years, secretly makes up new rules depending on who they are auditing, and slaps celebs with massive tax bills based on rules that never existed. Entertainment agencies LOVE this because the constant threat of a random tax evasion scandal makes opening a 1-person agency terrifying, keeping top stars trapped in their original contracts.
2. NTS literally get a 10% performance bonus for the money they collect. So, they secretly leak the celeb's name and amount to the press to trigger a massive public witch hunt, even though IT IS ILLEGAL TO LEAK THIS INFO. The celeb is forced to pay the insane fine just to save their careers, and the NTS secures their payout. Meanwhile, the celeb's entertainment agency sits back and lets the media tear the star apart, even using their own resources to increase media output, using the crisis to remind the celeb how much they "need" the agency's PR protection.
3. The KMF (who protects idols and managers) has been begging the government to just write clear tax laws so artists can operate safely. But the government is instead using KEMA (who protect traditional entertainment agencies) to block reform. KEMA wants independent 1-person agencies to fail so that stars are forced to stay trapped.
If this is all true, then why are they not being called out?
THEY ARE!! But the Government and Entertainment companies control the media, and GP do not pay attention to the niche financial media outlets and journals that the articles are being written in. The articles are there, they are just being IGNORED. Search "tax" in @ChaEunwooINTL and they are ALL There, translated, with sources.
The government and Ent agencies keep this tax system unregulated on purpose. The second a political or agency scandal happens, they just drop a "celeb tax evasion" headline. The media attacks them, the public gets distracted, and the government quietly handles their scandal.
Entertainment agencies support this system because then they get to maintain control of their celebs by helping create scandals privately, and then later "fix" their public image making the celeb reliant on them. 1-person agencies also threaten their business because they do NOT want celebrities to have more control than them.
Cha Eunwoo is being USED by FANTAGIO to cover up their own, and Namgoong Kyun's, tax scandal, and by the GOVERNMENT to submit a bill to be able to OFFICIALLY label celebs as tax evaders to punish them harder and UNJUSTLY. The ONLY reason this issue is ongoing is because Cha Eunwoo is FIGHTING it, while his agency and the GOVERNMENT are using his fame to push more control over ALL CELEBRITIES.
The fact that Cha Eunwoo is fighting it isn't being reported on BECAUSE ENTERTAINMENT AGENCIES AND THE GOVT CONTROL THE MEDIA!!!! They do NOT want Eunwoo's side clarified.
I need EVERYONE to wake up!!!
It looks like the most impactful thing we can do right now is file a petition on https://t.co/6ebuIpZX5E. Since a lot of you have been asking, I'm putting this together.
Unlike emails, this is a government portal. Every submission becomes an official record they are legally required to respond to.
Here's how to do it:
1️⃣ Go to https://t.co/nsQjpLYeUm and select your language
2️⃣ Click [Application Petition]
3️⃣ Click [File Petition →] to reach the final form
4️⃣ Fill in your name and country
You can also file to different institutions with different angles:
Ministry of Culture — protection of K-Culture stars and national brand
National Human Rights Commission — violation of Presumption of Innocence
Office of the President — severity of political exploitation of artists
I write a sample petition text below. If you want to file to multiple institutions, feel free to tweak the angle slightly each time
Title: [International Protest] Urgent Request to Stop Human Rights Violations against Artist Cha Eun-woo
Content: I am submitting this petition as an international citizen concerned about actions damaging South Korea's global cultural reputation.
Representative Jeong Yeon-wook recently proposed an amendment to the Popular Culture and Arts Industry Development Act. While the bill aims to update the government's tracking system for entertainment agencies, it was timed during Cha Eun-woo's ongoing and unresolved tax review. This timing encouraged the media to brand the legislation the "Cha Eun-woo Prevention Act," using a private citizen as a political tool.
This is a direct violation of the Presumption of Innocence. Cha Eun-woo's case is at the Pre-Tax Review stage. No official tax bill has been issued and no legal determination has been made.
Cha Eun-woo has contributed significantly to South Korea's international cultural influence. The media coverage surrounding this case has caused irreversible reputational damage to an artist who has not been found guilty of anything.
I respectfully urge the Ministry of Culture, Sports and Tourism to take immediate action to protect both Cha Eun-woo and South Korea's cultural reputation.

💌 CHA EUNWOO’s teacher Instagram post:
[Why the “Cha Eunwoo Prevention Act” is Heartbreaking]
Typically, legislation named after a person comes from the name of a victim who has suffered tragic loss or extreme hardship. Laws like the Minsik Act, Yonggyun Act, or Taewan Act were created to address societal structural issues using the names of those who have already passed away.
Those names symbolized pain that we must never forget. I want to ask whether it is truly appropriate to use one person’s name in a bill at a stage where taxation has not even been finalized, and the pre-tax assessment results are still pending.
Expressions and media coverage like this risk presenting an unconfirmed matter as a fait accompli, framing an individual as a tax evader. I have watched Eunwoo since his trainee days 15 years ago. Seeing his family corporation being labeled as a baseless paper company was deeply painful.
In reality, Eunwoo’s family has supported his career closely for many years. Of course, any specific legal judgment should be clarified through proper procedures and experts. Right now, it is still only at the pre-tax assessment stage. Therefore, his family corporation should not be definitively called a paper company
What I can state with certainty is that the entertainment industry is far from a stable structure, and his family had no choice but to step in. Amid Fantagio’s management disputes, contract issues, frequent CEO changes, and restructuring, artists have had to endure psychological, emotional, and financial instability. Projects were canceled, and staff they relied on emotionally often left.
In that environment, establishing a one-person corporation to maintain continuity of activity was likely an unavoidable choice. Moreover, forming a one-person corporation is legally permitted. But in a situation where there are no clear rules regarding office location or number of employees, is it fair to declare the company lacks substance simply because it does not follow conventional forms?
The essence of entertainment management lies not in the physical location or size of an office, but in how responsibly the artist is cared for. I remember his family supporting him in every way possible. For instance, when Eunwoo lost Binnie, he went through one of the most painful and difficult periods in his life.
The public did not see it, but his family was there through his suffering. That support allowed him to return to the stage and continue acting despite the grief. Even amid a grueling schedule, Eunwoo did not collapse thanks to his family’s care.
Of course, tax and legal matters must be thoroughly investigated. If there are procedural shortcomings, responsibility must be taken and corrected. I don't deny that point. But consuming unconfirmed matters as definitive and expanding criticism to attack someone’s character can inflict further harm.
Celebrities are people and citizens. They may be consumed for their glamorous image, but they also have rights as citizens that must be respected and duties that must be fulfilled. Yet our society seems to demand obligations from him while disregarding his rights. Even his taxation information and personal data were not fully protected under the pretext of the public’s right to know.
Despite this, he has faithfully completed his military service and expressed his willingness to fulfill his responsibilities according to legal procedures. Yet, his image continues to be damaged by premature conclusions and confirmation bias. The extent of this concern has grown so much that I now fear he may not be able to bear it.
Behind the name #CHAEUNWOO is the person LEE DONGMIN. And he has an irreplaceable family. The Dongmin I know will likely feel more guilt and self-blame over criticism directed at his family than criticism toward himself. I sincerely ask that hasty conclusions and confirmation bias be put on hold... (+)

🐥i'd like to congratulate aroha sincerely for turning 10😊
cant believe it's already 10yrs since i made my debut...time really flies.
it feels surreal and i think the feeling of amazement is even greater so much that im trying to figure out how i feel.
For 10yrs until today, i have lived the life of a celebrity and i wondered whether i'm living the ideal version of myself that i imagined when i was younger.
Even now, there are so many goals I want to achieve and I definitely will achieve them.
My goals changed little by little each year depending on the circumstances but
I think ive always tried to look at the bigger picture.
If that is my destiny then whether time moves fast or slow, I intend to move forward quietly and steadily without rushing.
What's fascinating when i look back is
the happy and joyful memories from our promotions are so vivid but the moments when i felt exhausted and wanted to rest don’t come to mind as vividly now.
So even if tough times come in future,
I’m going to trust the "me" of that moment and leave it up to him.
There were good and not so good memories during those 10yrs but
I’ll try to continue to live strongly, without breaking easily
as human Yoon Sanha, and artist Yoon Sanha.
I'm writing to you like this today but
We're already endured 10yrs together right?
Next time we’ll probably be able to talk with a bigger smile.
I love you a lot and i love you.

📰 Korea Taxpayers’ Association slams the National Tax Service over ‘Cha Eunwoo tax evasion allegations’... “leaks of tax information must be punished”
Amid controversy over allegations that actor Cha Eunwoo evaded taxes amounting to approximately KRW 20 billion, the Korea Taxpayers’ Association has raised concerns about the leakage of tax information by the National Tax Service (NTS).
On the 3rd, the Association issued a statement titled “Immediately stop the character assassination of Cha Eunwoo through false reporting by the media,” criticizing the situation by stating, “The leakage of tax information by the National Tax Service can result in irreparable damage by branding a celebrity as a ‘shameless tax evader’ through character assassination.”
Regarding the media reports on Cha Eunwoo’s alleged tax evasion, the Association emphasized that such reporting “infringes on the right to contest unfair tax assessments.”
The Association explained, “Under the Framework Act on National Taxes, taxpayers are granted the right to request a pre-assessment review before taxation, and to file objections and appeals after taxation in cases of illegal or unfair tax assessments. The acceptance rate of appeals filed with the Tax Tribunal averages around 26%.”
They continued, “In this situation, even if the additional tax assessed through a tax audit is unjust, Cha Eunwoo may be forced to give up his right to appeal due to negative public opinion,” adding that “this infringes upon taxpayers’ rights to challenge unfair taxation and receive refunds.”
They also stated that this situation violates the constitutionally guaranteed principle of the presumption of innocence.
The Association pointed out that “there are numerous cases in which the National Tax Service’s decisions have been overturned by the Supreme Court,” and criticized the media for “conclusively labeling entities as ‘paper companies’ during the taxation and appeal process, which amounts to prejudicial reporting that undermines appeal and litigation procedures and runs counter to the constitutional principle of the presumption of innocence.”
They further directly criticized the NTS, stating, “If tax information is leaked, the foundation of the national tax system collapses.”
The Association explained, “The Framework Act on National Taxes strictly prohibits the leakage of tax information, and such leaks are severely punished under the Criminal Act for disclosure of official secrets and under the Personal Information Protection Act. This is because if, as in Cha Eunwoo’s case, expected additional tax amounts from a tax audit and detailed assessment information are leaked and reported by the media, taxpayers will be reluctant to cooperate with tax investigations, ultimately undermining the foundation of the national tax system.”
The Association demanded, “The National Tax Service must immediately investigate the leak of tax information and punish those responsible,” and added, “The government should introduce a punitive damages system for harm caused by tax information leaks, and establish provisions in the Punishment of Tax Offenses Act to impose severe criminal penalties on those who leak tax information.”

The Korean Taxpayers’ Association has issued an official statement concerning the recent tax-related issue involving Cha Eunwoo. The association emphasized that receiving an additional tax assessment does not automatically constitute tax evasion and called for the presumption of innocence to be upheld.
It further stressed that tax avoidance is a legal right under the law and cautioned against labeling related entities as “paper companies” without a final legal ruling. The statement also raised concerns about potential leaks of confidential tax information and urged the relevant authorities to address the matter appropriately.

📰 Media Practices of “Labeling” in Coverage of Alleged Tax Evasion by Cha Eun-woo
"Before the results of the pre-tax adequacy review are released, is it legitimate for media coverage of a tax audit to effectively brand someone as a “tax evader”?
Recently, controversy has arisen surrounding allegations that singer and actor Cha Eun-woo engaged in tax evasion involving approximately 20 billion won. Media outlets have been flooding the public with reports that treat the allegation as though it were already a confirmed fact, going beyond the stage of suspicion. At the same time, what is being described as an effort to “erase Cha Eun-woo” has begun in the advertising and content markets.
Although the individual concerned is currently serving in the military and has nonetheless issued an apology and begun responding to the matter, the media continues to publish aggressive, sensationalist reports, as if urging this “erasure.” This reflects a long-standing pattern in which “social punishment precedes due process,” a phenomenon that many celebrities involved in past scandals were also forced to endure.
The first report regarding Cha Eun-woo’s alleged tax evasion stated that the National Tax Service had notified him of an additional tax assessment of approximately 20 billion won, and that he had filed an objection and initiated the relevant procedures. Cha Eun-woo’s side clarified that “this is not a matter that has been finally determined or officially assessed,” and stated that they would provide an explanation in accordance with lawful procedures."
eunwo.o_c IG update:
Hello, this is Cha Eunwoo.
I sincerely bow my head in apology for causing many people worry and disappointment due to various recent matters related to me.
Through this incident, I am deeply reflecting on myself and questioning whether my attitude toward fulfilling my duty as a citizen of the Republic of Korea particularly my obligation to pay taxes was sufficiently strict and responsible.
Over the past several days, I have spent time reflecting, thinking carefully about what I should say first so that even a small part of my remorse could be conveyed to those who were hurt because of me.
I worried that a long explanation might sound like an excuse or cause further fatigue, but I ultimately came to believe that it was my duty to speak directly and offer my apology regarding this matter.
As I write this, I have just finished my daily duties within my unit. Although I am currently serving in the military, this was by no means an intentional choice to avoid this controversy. Last year, I reached a point where I could no longer postpone my military enlistment and therefore enlisted before fully concluding the tax audit process.
However, since this misunderstanding also stems from my own shortcomings, I feel a deep sense of responsibility. If I were not serving as a soldier, I would want to personally visit everyone who may have been affected by this issue and bow my head in apology. With that same sincerity, I am writing these words now.
For the past 11 long years, despite being someone with more shortcomings than strengths, I have been able to stand in the undeserved position of “Cha Eun-woo” today thanks to the boundless love and support you have given me. Because of that, even if I cannot properly repay all those who trusted and supported me, as well as the many people I have worked with, I feel indescribably sorry for causing such great hurt and exhaustion.
I will faithfully comply with all future tax-related procedures. In addition, I will humbly accept the final decision made by the relevant authorities and fully take responsibility in accordance with that outcome.
Going forward, I will hold myself to even stricter standards and live with a greater sense of responsibility, striving to repay the love I have received.
Once again, I sincerely apologize for causing concern.
January 26, 2026
Sincerely,
Cha Eunwoo
